मणिपुर हिंसा के बाद मोदी की चुप्पी पर बोले कांग्रेस सांसद गौरव गोगोई- अविश्वास प्रस्ताव लाना हमारी मजबूरी
मोदी सरकार के खिलाफ अविश्वास प्रस्ताव पेश करते हुए गोगोई ने कहा , प्रधानमंत्री को यह स्वीकार करना होगा कि उनकी डबल इंजन सरकार, मणिपुर में विफल हो गई है.
नई दिल्ली: लोकसभा में मोदी सरकार के खिलाफ अविश्वास प्रस्ताव पर बहस शुरू हो गई है. अटकलें थीं कि कांग्रेस की तरफ से चर्चा की शुरुआत कांग्रेस के पूर्व अध्यक्ष राहुल गांधी करेंगे लेकिन बहस की शुरुआत कांग्रेस सांसद गौरव गोगोई ने की.
कांग्रेस सांसद गौरव गोगोई ने कहा, “हम अविश्वास प्रस्ताव लाने के लिए मजबूर हैं. यह कभी भी संख्या के बारे में नहीं था बल्कि मणिपुर के लिए न्याय के बारे में था. मैं प्रस्ताव पेश करता हूं कि यह सदन सरकार में अविश्वास व्यक्त करता है. I.N.D.I.A. मणिपुर के लिए यह प्रस्ताव लाया है. मणिपुर न्याय चाहता है .”
लोकसभा में सरकार के खिलाफ लाए गए विपक्ष के अविश्वास प्रस्ताव पर मंगलवार को हुई चर्चा में विपक्षी दलों ने केंद्र सरकार और प्रधानमंत्री मोदी की चुप्पी पर कई सवाल दागे.
कांग्रेस सांसद ने मणिपुर मामले ने प्रधानमंत्री से सवाल करते हुए कहा,”प्रधानमंत्री ने संसद में न बोलने का मौन व्रत ले रखा है. इसलिए, हमें उनकी चुप्पी तोड़ने के लिए अविश्वास प्रस्ताव लाना पड़ा.”
उन्होंने इस दौरान कहा कि पीएम मोदी से हमारे पास उनसे तीन सवाल हैं – 1) उन्होंने आज तक मणिपुर का दौरा क्यों नहीं किया? 2) आख़िरकार मणिपुर पर बोलने में लगभग 80 दिन क्यों लग गए और जब उन्होंने बोला तो वह केवल 30 सेकंड के लिए था? 3) मुख्यमंत्री ने अब तक मणिपुर के मुख्यमंत्री को बर्खास्त क्यों नहीं किया?
अपने 20-22 मिनट के भाषण में गोगोई ने कहा , प्रधानमंत्री को यह स्वीकार करना होगा कि उनकी डबल इंजन सरकार, मणिपुर में उनकी सरकार विफल हो गई है. इसीलिए, मणिपुर में 150 लोगों की मृत्यु हुई, लगभग 5000 घर जला दिए गए, लगभग 60,000 लोग राहत शिविरों में हैं और लगभग 6500 FIR दर्ज की गई हैं. राज्य के CM, जिन्हें बातचीत का, शांति और सद्भाव का माहौल बनाना चाहिए था, उन्होंने पिछले 2-3 दिनों में भड़काऊ कदम उठाए हैं जिससे समाज में तनाव पैदा हो गया है.
प्रधानमंत्री नरेंद्र मोदी बृहस्पतिवार 10 अगस्त को चर्चा पर जवाब दे सकते हैं.
इससे पहले सोमवार को केंद्रीय गृह मंत्री अमित शाह ने कहा था कि वह मणिपुर पर चर्चा के लिए तैयार हैं और केंद्र के पास छिपाने के लिए कुछ भी नहीं है. उन्होंने आगे कहा कि अगर राज्यसभा में विपक्ष के नेता मल्लिकार्जुन खरगे 11 अगस्त को इस मुद्दे पर चर्चा के लिए सहमत होते हैं तो वह भी तैयार हैं.
लोकसभा में अविश्वास प्रस्ताव पर चर्चा के लिए 2 दिनों में कुल 12 घंटे का समय अलॉट किया गया है. इसमें 6 घंटे 41 मिनट का समय बीजेपी को दिया गया है. वहीं एक घंटे का समय कांग्रेस को. जबकि 30 मिनट डीएमके, 30 मिनट तृणमूल कांग्रेस, 24 मिनट शिवसेना, 21 मिनट जेडीयू ,16 मिनट बीजेडी, 12 मिनट बीएसपी, 12 मिनट बीआरएस और 8 मिनट एलजेएसपी को दिया गया है. वहीं बाकी के एनडीए समर्थक दलों और इंडीपेंड सांसदों को 17 मिनट मिलेंगे.
