SAD सांसद ने ‘पंजाब शराब घोटाले’ के बारे में अमित शाह को लिखा पत्र, CBI और ED से जांच की मांग
बठिंडा से सांसद हरसिमरत कौर बादल ने आरोप लगाया कि पंजाब की उत्पाद शुल्क नीति में ‘भ्रष्टाचार हुआ है’ और इससे राज्य के खजाने को सैकड़ों करोड़ का नुकसान हुआ है.
चंडीगढ़: बठिंडा से शिरोमणि अकाली दल (SAD) की सांसद हरसिमरत कौर बादल ने सोमवार को केंद्रीय गृह मंत्री अमित शाह से पंजाब में राज्य की आम आदमी पार्टी (AAP) सरकार से जुड़े एक कथित शराब घोटाले की जांच करने की मांग की और दावा किया कि इससे राज्य के खजाने को ‘सैकड़ों करोड़’ का नुकसान हुआ है.
पूर्व केंद्रीय मंत्री बादल ने आरोप लगाया कि यह घोटाला उस घोटाले के समान है जिसकी जांच केंद्रीय जांच ब्यूरो (सीबीआई) और प्रवर्तन निदेशालय (ईडी) दिल्ली में कर रहे थे, जिसमें कुछ वही लोग शामिल थे और उन्होंने इसकी दो केंद्रीय एजेंसियों से जांच की मांग की.
उन्होंने 3 अगस्त को संसद में भी यह मुद्दा उठाया था और गृह मंत्री ने उन्हें एक प्रतिनिधित्व प्रस्तुत करने के लिए कहा था.
सोमवार शाम जारी एक बयान में, बादल ने आरोप लगाया कि पंजाब की उत्पाद शुल्क नीति में ‘भ्रष्टाचार हुआ है’ और इससे “राज्य के खजाने को सैकड़ों करोड़ का नुकसान हुआ है.”
शाह को लिखे पत्र में, बादल ने कहा, “पंजाब की उत्पाद शुल्क नीति का उद्देश्य दिल्ली के समान ही था – पूरे थोक शराब व्यापार को कुछ कंपनियों (इस मामले में दो) को सौंपना, इसके अलावा उनके लाभ मार्जिन को दोगुना करना. कथित उद्देश्य एक बदले की भावना को बढ़ावा देना था जिसके तहत आरोप हैं कि पंजाब में आप सरकार और दिल्ली में आप आलाकमान को सैकड़ों करोड़ रुपये वापस दिए गए.”
उन्होंने कहा कि जिस तरह से दिल्ली में नीति तैयार की गई, उससे राज्य के आधिकारिक रिकॉर्ड से भी समझौता हुआ. उन्होंने आरोप लगाया, ”मुख्यमंत्री भगवंत मान और राज्य के उत्पाद शुल्क मंत्री इसके लिए सीधे तौर पर जिम्मेदार हैं.”
इस बीच, पत्र पर प्रतिक्रिया देते हुए पंजाब में आप के प्रवक्ता मालविंदर सिंह कांग ने कहा कि 2007 से 2017 तक राज्य में शिरोमणि अकाली दल के 10 वर्षों के शासन में, सरकार को उत्पाद शुल्क नीति के कारण 25,000 करोड़ रुपये के राजस्व का नुकसान हुआ था.
कांग ने ट्विटर पर लिखा था, “पंजाब में AAP सरकार ने सिर्फ एक साल में उत्पाद शुल्क से राजस्व में 2,587 करोड़ रुपये की वृद्धि की है. दूसरी ओर, आपके शासन के 10 वर्षों में, आपने अपना खजाना भरा, जिसकी जांच की जानी चाहिए.”
बादल ने अपने अभ्यावेदन में दावा किया था कि चूंकि यह सार्वजनिक महत्व का मामला है, इसलिए पंजाब राज्य के खजाने की लूट की सीमा की पहचान करना और इसके दोषियों को सजा सुनिश्चित करना जरूरी है.
उनके अनुसार, पार्टी अध्यक्ष सुखबीर सिंह बादल के नेतृत्व में एक शिअद प्रतिनिधिमंडल ने 31 अगस्त, 2022 को पंजाब के राज्यपाल से संपर्क किया था और उनसे पंजाब उत्पाद शुल्क नीति की जांच का आदेश देने का आग्रह किया था.
उन्होंने कहा कि प्रतिनिधिमंडल ने इस बात पर प्रकाश डाला था कि कैसे पंजाब नीति दिल्ली के उपमुख्यमंत्री मनीष सिसोदिया, सांसद राघव चड्ढा और पंजाब के मुख्यमंत्री भगवंत मान द्वारा “सरकारी खजाने की कीमत पर आम आदमी पार्टी (आप) के पसंदीदा लोगों को अनुचित लाभ पहुंचाने” के उद्देश्य से तैयार की गई थी.
शिअद ने राज्यपाल से भ्रष्टाचार निवारण अधिनियम की धारा 7 और 13 के तहत कार्रवाई करने की अपील की थी, जिसके लिए उन्हें अधिकार दिया गया था.
आरोपों पर प्रतिक्रिया के लिए दिप्रिंट ने पंजाब से आप के राज्यसभा सांसद राघव चड्ढा और पंजाब में आप के आधिकारिक प्रवक्ता मालविंदर सिंह कांग से टेक्स्ट संदेशों के जरिए संपर्क किया. प्रतिक्रिया मिलते ही रिपोर्ट अपडेट कर दी जाएगी.
दिल्ली और पंजाब उत्पाद शुल्क नीतियां
बादल ने कहा कि दिल्ली और पंजाब की उत्पाद शुल्क नीतियों में स्पष्ट समानताएं हैं.
उन्होंने दावा किया, ”दोनों यह अनिवार्य करते हैं कि एल-1 लाइसेंसधारकों का निर्माण भारत या विदेश में कहीं भी नहीं किया जाना चाहिए.” उन्होंने आगे कहा कि इन शर्तों, जिसमें यह शर्त भी शामिल है कि लाइसेंसधारकों का सालाना कम से कम 30 करोड़ रुपये का कारोबार होना चाहिए, ने प्रभावी रूप से पंजाब को बाहर कर दिया है जिससे राज्य में शराब कारोबारियों का कारोबार बंद हो गया है.
उन्होंने गृह मंत्री को बताया कि ये प्रावधान पंजाब उत्पाद शुल्क अधिनियम, 1914 और पंजाब शराब लाइसेंस नियम, 1956 के भी खिलाफ थे, जो प्रतिस्पर्धा की अनुमति देते थे. उन्होंने यह भी बताया कि पंजाब में शराब का लगभग पूरा थोक कारोबार केवल दो कंपनियों को कैसे सौंप दिया गया.
बठिंडा के सांसद ने दावा किया कि शिरोमणि अकाली दल ने खुलासा किया है कि पंजाब की आबकारी नीति तैयार करने के लिए सांसद राघव चड्ढा द्वारा चंडीगढ़ के हयात होटल की पांचवीं मंजिल के एक कमरे में प्रारंभिक बैठकें कैसे की गईं. उन्होंने आरोप लगाया कि इसके बाद, सिसोदिया ने 30 मई, 2022 को शाम 4 बजे दिल्ली में अपने आवास पर एक और बैठक की, जिसमें पंजाब सरकार के वरिष्ठ अधिकारियों के साथ राघव चड्ढा ने भाग लिया.
बादल ने कहा, “सभी तौर-तरीकों को अंतिम रूप देने के लिए अंतिम बैठक 6 जून, 2022 को फिर से सिसोदिया द्वारा दिल्ली में उनके निवास पर आयोजित की गई थी. इन सभी विवरणों को सिसौदिया के निवास के सीसीटीवी फुटेज के साथ-साथ इसमें शामिल व्यक्तियों के लोकेशन की जानकारी की मांग करके सहयोग किया जा सकता है.”
