दिल्ली के बिजली कर्मचारियों की दिवाली पर हडताल
नई दिल्ली: ठेकेदारी हटाओ राष्ट्रीय संयुक्त मोर्चा ने शनिवार को दिल्ली में एक प्रेस कान्फ्रेंस में दिल्ली की केजरीवाल सरकार को खुली चुनौती देते हुए कहा कि यदि सरकार ने हमारी लंबित मांग नहीं मानी तो 31 अक्टूबर को मुख्यमंत्री केजरीवाल के आवास का घेराव किया जाएगा और दिवाली पर दिल्ली की बिजली गुल कर दी जायेगी। मोर्चे के राष्ट्रीय अध्यक्ष डीसी कपिल ने कहा कि ठेकेदारी प्रथम रूप में एक शोषणकारी प्रथा है। और यह अनुसूचित जाति, जनजाति, ओबीसी वर्ग के आरक्षण के खिलाफ षड्यंत्र है। इस प्रथा के तहत राजनेताओं, अधिकारियों और ठेकेदारो की तिगडी मिलकर, ठेकाकर्मियों को मिलने वाले वेतन को सरेआम लूट रही है।
उन्होंने कहा कि आम आदमी पार्टी ने अपने 2013, 2015 और 2020 के चुनावी घोषणा पत्रों में जो वादा किया था लेकिन सरकार पूरी तरह फेल हो चुकी है। केजरीवाल सरकार के नौ वर्षो के शासनकाल में मात्र 432 युवाओं को सरकारी नौकरी मिल पायी है। पांच लाख 32 हजार सरकारी पद खाली पड़े हुए है। इन पदों पर स्थायी भर्ती करने की बजाय, आउटसोर्स को बढावा देकर ठेका प्रथा को बढावा दिया जा रहा है। ठेका प्रथा के विरोध में मोर्चा दर्जनों बार धरने, प्रदर्शन, रैलियां और घेराव कर चुका है मगर सरकार मनमानी और हठधर्मिता पर अड़ी हुई है।
उन्होंने सरकार को खुली चुनौती देते हुए कहा कि 31 अक्टूबर 2023, मंगलवार को मोर्चा दिल्ली की बिजली वितरण कंपनियों मे कार्यरत 25 हजार संविदा कर्मियो की मांगो को लेकर आंदोलन करेगी। यदि सरकार ने मांगे नही मानी तो वे 31 अक्टूबर को दिवाली पर बिजली हडताल की घोषणा करेगा।
मुख्य मांगों में:
(1)-दिल्ली सरकार विधान सभा का विशेष सत्र बुलाकर दिल्ली के सभी संविदा कर्मचारियों को पक्का करने का प्रस्ताव पास करे।
(2)-नियमित करने में होने वाले विलम्ब तक माननीय सर्वोच्च न्यायालय की स्थापित गाईड लाईन के अनुसार “समान कार्य का समान वेतन” लागू करे।
(3) एक अगस्त से स्वास्थय निदेशालय के मुख्यालय पर अनिश्चित कालीन धरने पर बैठे 585 डेली वेजेर्स कोरोना वारियर्स को ड्यूटी पर लिया जाये और नियमित किया जाये।
4) राष्ट्रीय राजधानी क्षेत्र दिल्ली में क्षेत्रफल और आबादी के अनुपात मे सफाई कर्मचारियों की भर्ती खोली जाये ताकि राजधानी मे सफाई व्यवस्था को दुरूस्त किया जा सके।
(5) सफाई कर्मचारियों को तकनीकि ग्रेड कर्मचारी घोषित किया जाए।
(6) कोरोना काल मे बिजली,पानी, शिक्षा,स्वास्थय और यातायात जैसे अनिवार्य सेवा वाले विभागो मे शहीद हुए कर्मचारी के आश्रित परिवारों को एक करोड और परिवार के एक सदस्य को स्थायी सरकारी नौकरी दी जाये।
(7) दिल्ली मे बिजली विभाग मे स्मार्ट मीटर लगाने से पहले मीटर बिजनेस से जुडे हुए हजारों कर्मचारियों की नौकरी की सुरक्षा की गारंटी लिखित मे सुनिश्चत की जाये।
(8) बिजली और सिविर जैसे खतरनाक कार्य में कर्मचारी की मृत्यु पर शहीद का आश्रित और एक करोड रूपये का मुआवजा एवम परिवार के एक सदस्य को स्थायी सरकारी नौकरी दी जाएं।
(9) दिल्ली के पाावर सैक्टर की बिजली वितरण कंपनी बीएसईएस के कर्मचारियों के 22 सूत्रीय मांग पत्र की सभी मांगो पर गंभीरता पूर्वक विचार और समुचित समाधान किया जाये।
(10) अनिवार्य सेवा वाले बिजली विभाग मे प्रशासनिक नियंत्रण सीधे रूप से बीएसईएस प्रशासन के हाथों मे है, वहां से ठेकेदारो को हटाकर संविदा कर्मचारियों को सीधा कंपनी रोल पर लिया जाए।
उन्होंने कहा कि अगर दिल्ली सरकार उपरोक्त मांगो को नवम्बर के प्रथम सप्ताह तक नही मान लेती है, तो दिल्ली के बिजली, पानी, यातायात, शिक्षा, स्वास्थय और सफाई कर्मचारी अनिश्चितकालीन हडताल पर जायेंगे। हडताल होने से राजधानी की औद्योगिक शांति अगर भंग होगी तो उसकी पूरी जिम्मेदारी दिल्ली सरकार की होगी।
