मोदी वाद की धुरी में विकास वाद
2014 में, श्री नरेंद्र मोदी के भारत के प्रधानमंत्री का पदभार संभालने के साथ पुरे देश में विकास की ऐसी बयार बही, और इतने विशाल स्तर पर विकास की संकल्पना को साकार किया गया ,और जिसकी निरंतरता आज की कायम है, लगता है जैसे सच नहीं एक सपना है । सिर्फ विकास के वादे और उसकी परिकल्पना नहीं बल्कि भारत को मुकम्मल तौर पर दुनिया के एक ताक़तवर और बिकसित देश के तौर पर पहचान दिलाने में कामयाबी हासिल की है सच में एक मिशाल है । देशवाशियों ने और न ही पूर्ववर्ती कांग्रेस सरकारों ने कभी इसकी कल्पना की थी, और न ही इस दिशा में कोई काम । इतिहास साक्षी है , मोदी जी का नेतृत्व अपने साथ इतने बड़े पैमाने पर विकास का वादा से लेकर एवं उसको मूर्त रूप से साकार करने का प्रयास किया है ,जैसा भारत में आजादी की बाद कभी नहीं हुआ । कुछ महत्वपूर्ण मिल के पत्थरों की बानगी देखिये,
बुनियादी ढांचे का विकास
मोदी युग के सबसे उल्लेखनीय कार्यों में पहला है, बुनियादी ढांचे का विकास। मोदी वाद में स्पष्ट था कि जब तक बुनियादी ढांचे का विकास नहीं किया जाता है, तब तक समेकित विकास की कल्पना करना आकाश कुसुम है। प्रधानमंत्री मोदी के नेतृत्व में भारत ने राजमार्गों, रेलवे, हवाई अड्डों और बंदरगाहों के विकास व निर्माण में जबरदस्त वृद्धि देखी।
उदाहरण के लिए, ‘भारतमाला’ परियोजना का लक्ष्य 6 लाख करोड़ रुपये से अधिक के नियोजित निवेश के साथ देश में सड़क कनेक्टिविटी में सुधार करना था। आज की तारीख में इस पहल से परिवहन की दक्षता में हुआ उल्लेखनीय सुधार देश का हर नागरिक महसूस कर रहा है। इससे लॉजिस्टिक लागत में भी भारी कमी आई है और अर्थव्यवस्था को बल मिला है।
महत्वाकांक्षी ‘सागरमाला’ परियोजना का उद्देश्य बंदरगाहों की कार्यशैली में आमूल-चूल बदलाव करना था। परियोजना के तहत वर्तमान बंदरगाहों को भविष्य की आवश्यकताओं के अनुरूप विकसित किया गया व रणनीतिक दृष्टिकोण से अत्याधुनिक और नए बंदरगाहों का निर्माण किया गया। केरल का विझिंजम बंदरगाह इसका साक्षात उदाहरण है। सागरमाला परियोजना का उद्देश्य समुद्री व्यापार को प्रोत्साहन देने के साथ बंदरगाहों और भीतरी इलाकों के बीच कनेक्टिविटी में सुधार लाना है, जो समग्र विकास के लिए मोदी के दृष्टिकोण का प्रमाण है।
डिजिटल इंडिया
2015 में शुरू किया गया डिजिटल इंडिया अभियान गेम-चेंजर रहा है। इसका उद्देश्य नागरिकों को इलेक्ट्रॉनिक रूप से सरकारी सेवाएं और जानकारियां प्रदान करना है और दक्षता तथा पारदर्शिता सुनिश्चित करने के साथ भ्रष्टाचार पर लगाम कसना है। बायोमेट्रिक पहचान प्रणाली ‘आधार’ और वित्तीय समावेशन कार्यक्रम ‘जन धन योजना’ जैसी पहल ने लाखों लोगों को औपचारिक अर्थव्यवस्था में शामिल करने में मदद की है। ये मोदी वाद के दूरदर्शी दृष्टिकोण से ही संभव हो सका कि विमुद्रीकरण के माध्यम से कम नकदी वाली अर्थव्यवस्था की ओर कदम बढ़े और यूपीआई जैसे डिजिटल भुगतान प्लेटफार्मों की वृद्धि ने भारतीयों के लिए अपने वित्त को संभालने के तरीके बदल दिये।
मेक इन इंडिया
विनिर्माण को बढ़ावा देने और भारत को वैश्विक विनिर्माण केंद्र बनाने के लिए ‘मेक इन इंडिया’ पहल शुरू की गई। मेक इन इंडिया का दोहरा उद्देश्य था। पहला, घरेलू उद्योगों को प्रोत्साहित करके लोगों की आमदनी बढ़ाना और दूसरा विदेशी निवेश को आकर्षित करना। दोनों उद्देश्यों की प्राप्ति के लिए नियमों को सरल बनाया गया। परिणाम निकला कि उत्पादन और नौकरी के अवसर लगातार बढ़ रहे हैं तथा प्रत्यक्ष विदेशी निवेश में लगातार वृद्धि हो रही है, जिससे देश के आर्थिक विकास में योगदान हो रहा है। विनिर्माण क्षेत्र को इतना ध्यान, समर्थन और ब्रांडिंग कभी नहीं दिया गया, जितना मोदी के नेतृत्व में दिया गया। कह सकते हैं कि मेक इन इंडिया पहल आत्मनिर्भरता की ओर तेज कदम के साथ-साथ भारत को ‘विनिर्माण पावरहाउस’ में बदलने में भी सहायक रही है।
स्वच्छ भारत मिशन
स्वच्छ भारत अभियान, या स्वच्छ भारत मिशन, भारत के इतिहास में सबसे उल्लेखनीय सार्वजनिक स्वास्थ्य अभियानों में से एक है। 2014 में लॉन्च किए गए स्वच्छ भारत अभियान का उद्देश्य बेहतर स्वच्छता सुनिश्चित करते हुए भारत को खुले में शौच से मुक्त बनाना था। इस पहल से शहरों और ग्रामीण क्षेत्रों की स्वच्छता में महत्वपूर्ण परिवर्तन हुए हैं। स्वच्छ भारत अभियान ने स्वच्छता के प्रति प्रतिबद्धता के नए स्तर को चिह्नित किया है। स्वच्छता की प्रेरणा ने वैज्ञानिक रचनात्मकता को बायो-टॉयलेक्ट्स जैसे नवाचारों के लिए प्रेरित किया है। जागरूकता अभियानों के साथ-साथ लाखों शौचालयों के निर्माण ने भारतीय आबादी के जीवन व स्वास्थ्य पर अत्यंत सकारात्मक प्रभाव डाला है।
नवीकरणीय ऊर्जा
मोदी वाद का लक्ष्य हरित व नवीकरणीय ऊर्जा है। देश को इस दृष्टिकोण का संकेत मोदी काल के पहले ही मिल चुका था। गुजरात के मुख्यमंत्री रहते हुए श्री नरेंद्र मोदी ने कच्छ में 250 मेगावॉट के सोलर पार्क का निर्माण कराया था। उस समय किसी ने कल्पना नहीं की थी कि सौर ऊर्जा भारत ही नहीं पूरे विश्व को ऊर्जा समस्या के निदान की राह दिखाने में सक्षम है।
मोदी सरकार के तहत राष्ट्रीय सौर मिशन ने 2022 तक 100 गीगावॉट सौर ऊर्जा उत्पन्न करने का लक्ष्य प्राप्त किया है। भारत ने 2030 तक आवश्यकता की 50 प्रतिशत ऊर्जा गैर-जीवाश्म स्रोतों से प्राप्त करने का लक्ष्य रखा है। लेकिन जिस रफ्तार से नवीकरणीय ऊर्जा का विकास हो रहा है, उससे समय-पूर्व लक्ष्य प्राप्त करने के पूरे आसार हैं।
विद्युत वितरण में ऊर्जा ह्रास की समस्या गंभीर रही है। इस समस्या से निपटने और हरित विद्युत वितरण में सुधार के लिए ‘उज्ज्वल डिस्कॉम एश्योरेंस योजना’ (उदय) योजना शुरू की गई।
इसी क्रम में विद्युत वाहनों को प्रोत्साहन देना मोदी वाद के विकास वाद का अगला चरण है। देश में विद्युत वाहनों को प्रोत्साहन देने और वाहनों के लिए कम लागत पर बेहतर लीथियम आधारित बैट्री के उत्पादन के लिए प्रोडक्शन लिंक्ड इंसेंटिव या पीएलआई को मंजूरी दी गई है। जल्द इसका उत्पादन आरंभ हो जाएगा।
दस वर्ष पूर्व से तुलना करें तो देश में नवीकरणीय ऊर्जा उत्पादन और ऊर्जा सुधारों के पैमाने और कार्यान्वयन में भारी परिवर्तन दिख रहा है।
आर्थिक सुधार
मेक इन इंडिया अभियान की शुरुआत हुई महत्वपूर्ण आर्थिक सुधार, ‘वस्तु एवं सेवा कर’ (जीएसटी) लागू करने के साथ। विभिन्न मदों में लगने वाले करों को एक ही मद में सन्निहित कर जनता की परेशानियों को दूर किया गया। इसे ‘सिंगल विंडो’ कर भी कह सकते हैं। जीएसटी मोदी सरकार के लागू किए गए कई महत्त्वपूर्ण आर्थिक सुधारों में सबसे उल्लेखनीय है। अन्य महत्त्वपूर्ण आर्थिक सुधारों में ‘स्टार्टअप इंडिया’ का उल्लेख करना प्रासंगिक है, जिसका उद्देश्य देश में उद्यमिता और नवाचार को बढ़ावा देने के साथ स्वरोजगार के अवसर उत्पन्न करना है।
इन आर्थिक सुधारों और प्रोत्साहनों ने भारत के अंदरूनी और बाहरी व्यापार को आसान बनाने में महत्वपूर्ण योगदान दिया है। आज की तारीख में भारत निवेशकों का आकर्षक गंतव्य बन चुका है। यह मोदी युग में आर्थिक सुधारों की व्यापकता और प्रमुखता का परिणाम है।
समाज कल्याण योजनाएं
मोदी वाद के विकास वाद में एक बात बिल्कुल स्पष्ट है। राष्ट्र के विकास की धुरी व्यक्ति का विकास है। व्यक्ति का विकास होगा तो समाज का विकास होगा और समाज विकसित होगा तो राष्ट्र विकास के मार्ग पर अग्रसर होगा। इसे ध्यान में रखकर समय-समय पर समाज कल्याण की कई योजनाएं आरंभ की गईं, जैसे ‘प्रधानमंत्री जन आरोग्य योजना’ (आयुष्मान भारत), एक स्वास्थ्य बीमा योजना, और ‘प्रधानमंत्री आवास योजना’, जिसका उद्देश्य गरीबों को किफायती आवास प्रदान करना है।
मोदी सरकार के प्रयासों ने नवाचार और अंतिम मील तक पहुंचने के लिए बढ़ी हुई प्रतिबद्धता सुनिश्चित की है। यह सुनिश्चित हुआ है कि हर योजना का लाभ उन लोगों तक पहुंचे, जिन्हें उनकी सबसे अधिक आवश्यकता है।
विश्वगुरु भारत

इसी अवधारणा का एक स्वरूप सक्रिय विदेश नीति है, जो वैश्विक परिप्रेक्ष्य में दिनोंदिन भारत को महत्वपूर्ण स्थान दिलाने में सफलता प्राप्त कर रही है। जी-20 के अध्यक्षता काल ने विश्व पटल पर भारत की विविधता को उजागर किया है। दुनिया अब भारत को ‘कंट्री ऑफ स्नेकचार्मर्स’ या ‘डेवलपिंग कंट्री’ के रूप में नहीं देखती। विश्व पटल पर भारत उस सम्मानजनक मंच पर विराजमान है जहां भारत के पहल पर बेहतर वैश्विक स्वास्थ्य के लिए अंतरराष्ट्रीय योग दिवस मनाया जाता है। और भारत के पहल पर वैश्विक खाद्य समस्या के समाधान के अंतरराष्ट्रीय बाजरा वर्ष मनाया जाता है। यह मोदी वाद की धुरी पर विकास वाद का अंतरराष्ट्रीय पैमाना है। निश्चित रूप से पैमाने की इस धुरी पर विकास वाद को उज्ज्वल भविष्य का आकार मिलने जा रहा है।
