1 जुलाई से दिल्ली में 10 साल पुराने डीज़ल व 15 साल पुराने पेट्रोल/सीएनजी वाहनों को ईंधन नहीं मिलेगी — ANPR कैमरों से पहचान, उल्लंघन पर जब्ती
पुराने वाहनों को नहीं मिलेगा ईंधन: दिल्ली में 1 जुलाई से लागू होगा नया नियम
दिल्ली सरकार ने वायु प्रदूषण को नियंत्रित करने और सड़क सुरक्षा को बढ़ावा देने के लिए एक बड़ा कदम उठाया है। 1 जुलाई 2025 से राजधानी में पुराने पेट्रोल, डीज़ल और CNG वाहनों को पेट्रोल पंपों से ईंधन नहीं मिलेगा। यह नियम “एंड-ऑफ-लाइफ व्हीकल्स” (EOLV) पर लागू होगा, जो कि एक तय समय सीमा के बाद अनफिट माने जाते हैं।
क्या है नया नियम?
दिल्ली परिवहन विभाग द्वारा जारी दिशानिर्देशों के अनुसार:
- डीज़ल वाहन: जो 10 साल से अधिक पुराने हैं, उन्हें अब दिल्ली में कहीं भी डीज़ल नहीं मिलेगा।
- पेट्रोल और CNG वाहन: जो 15 साल से अधिक पुराने हैं, उन्हें भी अब ईंधन नहीं दिया जाएगा।
इन वाहनों को “एंड-ऑफ-लाइफ व्हीकल्स” के रूप में वर्गीकृत किया गया है। ये नियम न केवल दिल्ली में रजिस्टर्ड, बल्कि बाहर से आए ऐसे वाहनों पर भी लागू होंगे।
क्यों लिया गया यह फैसला?
दिल्ली लंबे समय से वायु प्रदूषण की गंभीर समस्या से जूझ रही है। सरकार के अनुसार, पुराने वाहन प्रदूषण का एक बड़ा कारण हैं। इनके चलते:
- PM2.5 और PM10 जैसे प्रदूषक कणों का स्तर बढ़ता है,
- वाहनों की सुरक्षा और ब्रेकिंग सिस्टम भी समय के साथ कमजोर हो जाते हैं,
- और इनसे ग्रीन हाउस गैसों का उत्सर्जन अधिक होता है।
इन्हीं कारणों से सरकार ने इन वाहनों को धीरे-धीरे सड़क से हटाने का निर्णय लिया है।
किसे मिलेगी छूट?
सरकार ने स्पष्ट किया है कि यह नियम केवल उन वाहनों पर लागू होगा जो तय आयुसीमा पार कर चुके हैं। यदि किसी वाहन ने तय उम्र से अधिक होने के बावजूद फिटनेस प्रमाणपत्र या रजिस्टर्ड स्क्रैपिंग सर्टिफिकेट ले लिया है, तो वह नियम के दायरे में नहीं आएगा।
फ्यूल पंप पर क्या बदलाव होंगे?
दिल्ली सरकार ने सभी पेट्रोल पंप ऑपरेटर्स को निर्देश दिया है कि:
- वे पुराने वाहनों की नंबर प्लेट की पहचान करने के लिए ANPR कैमरों (Automatic Number Plate Recognition) का उपयोग करें।
- ऐसे वाहनों को ईंधन देने से साफ मना कर दें,
- यदि कोई वाहन मालिक बहस करता है, तो उसकी सूचना संबंधित विभाग को दी जाए।
फ्यूल स्टेशन को इस नियम का उल्लंघन करने पर सज़ा और लाइसेंस रद्द होने का खतरा हो सकता है।
निगरानी और कार्यान्वयन
सरकार ने इस योजना के कार्यान्वयन के लिए करीब 200 प्रवर्तन दल तैयार किए हैं, जिनमें दिल्ली ट्रैफिक पुलिस, परिवहन विभाग और नगर निगम शामिल हैं। ये दल विभिन्न पेट्रोल पंपों पर तैनात रहेंगे और पुराने वाहनों की पहचान कर तत्काल कार्रवाई करेंगे।
जुर्माना और दंड
यदि कोई वाहन मालिक नियमों की अनदेखी करता है, तो उस पर ₹10,000 तक का जुर्माना लगाया जा सकता है। इसके अलावा:
- वाहन को जब्त किया जा सकता है,
- और स्क्रैपिंग सेंटर भेजा जा सकता है।
पेट्रोल पंप संचालकों पर भी कार्रवाई की जाएगी यदि वे नियमों की अनदेखी करते हैं।
एनसीआर में भी होगा विस्तार
यह नीति सिर्फ दिल्ली तक सीमित नहीं रहेगी। सरकार की योजना है कि इसे 1 नवंबर 2025 से गुरुग्राम, फरीदाबाद, गाजियाबाद, नोएडा और सोनीपत में लागू किया जाए। इसके बाद 1 अप्रैल 2026 से यह पूरी राष्ट्रीय राजधानी क्षेत्र (NCR) में लागू होगी।
नागरिकों के लिए सुझाव
यदि आपके पास पुराना वाहन है, तो समय रहते उसे स्क्रैप कराएं या फिटनेस प्रमाणपत्र लें। इसके अलावा, दिल्ली सरकार की वाहन स्क्रैपिंग नीति के तहत आपको नए वाहन की खरीद पर छूट और सब्सिडी भी मिल सकती है।
यह फैसला वायु प्रदूषण के खिलाफ एक कठोर लेकिन आवश्यक कदम माना जा रहा है। सरकार की मंशा है कि लोग इलेक्ट्रिक या कम प्रदूषण फैलाने वाले वाहनों की ओर रुख करें और दिल्ली को सांस लेने लायक बनाया जा सके।
