आईआईएफएल गोल्ड लोन पर आरबीआई के प्रतिबंध के परिणामस्वरूप उद्यमियों के लिए उधार लेने की लागत बढ़ गई
नई दिल्ली: नई योजनाओं के साथ एमएसएमई को बढ़ावा देने के सरकार के दबाव के बावजूद, जमीनी हकीकतें सामने हैं। भारतीय रिज़र्व बैंक (RBI) द्वारा हाल ही में आईआईएफएल फाइनेंस के गोल्ड लोन व्यवसाय पर लगाए गए प्रतिबंध ने असम के कई छोटे उद्यमियों को गंभीर संकट में डाल दिया है, जिससे उन्हें प्रति वर्ष 60% तक की भारी ब्याज दर वसूलने वाले साहूकारों से ऋण लेने के लिए मजबूर होना पड़ा है।
आईआईएफएल फाइनेंस, जो साठ लाख ग्राहकों को सेवा देने का दावा करता है, मुख्य रूप से बैंक रहित और कम बैंकिंग सुविधा वाले क्षेत्रों के छोटे उद्यमियों को, प्रक्रियात्मक उल्लंघनों के कारण 4 मार्च, 2024 को नए ऋण वितरित करने से रोक दिया गया था। भारत में दूसरे सबसे बड़े स्वर्ण ऋण गैर-बैंक फाइनेंसर, आईआईएफएल फाइनेंस पर इस प्रतिबंध का 1,000 कस्बों और गांवों में छोटे व्यवसायों पर गंभीर प्रभाव पड़ा है, जहां आईआईएफएल अपनी 2,700 शाखाओं के माध्यम से संचालित होता है, जिसमें 15,000 से अधिक लोग कार्यरत हैं।
तुगलकाबाद से आईआईएफएल फाइनेंस की एक ग्राहक अर्शी ने कहा कि वह आईआईएफएल गोल्ड लोन के साथ अपने अनुभव से सुरक्षित और संतुष्ट महसूस कर रही थी, लेकिन आरबीआई द्वारा प्रतिबंध के बाद उसे अन्य स्रोतों से बहुत अधिक ब्याज दरों पर ऋण लेने के लिए मजबूर होना पड़ा।
दिल्ली के एक चश्मदीद दुकान के मालिक राजेश ने कहा, “उन्हें अपने परिचालन के प्रबंधन में तनाव है क्योंकि आईआईएफएल गोल्ड लोन प्रतिबंध के बाद उन्हें उच्च ब्याज दरों पर ऋण लेने के लिए मजबूर होना पड़ा है। मैं छह साल से आईआईएफएल फाइनेंस का ग्राहक रहा हूं और कम ब्याज दरों और ग्राहक सेवाओं से लाभान्वित हुआ हूं।” मेरठ में एक हार्डवेयर दुकान के मालिक दीपक गुप्ता ने भी इसी तरह के विचार व्यक्त किए और आशंका जताई कि आईआईएफएल की अनुपस्थिति में उच्च ब्याज दरों से उनका व्यवसाय प्रभावित होगा।
ग्रामीण और अर्ध-शहरी भारत में छोटे उद्यमियों के लिए गोल्ड लोन ऋण का एक प्रमुख स्रोत रहा है, जहां औपचारिक बैंकिंग पहुंच सीमित है। आईआईएफएल जैसे गोल्ड लोन एनबीएफसी अपने व्यापक शाखा नेटवर्क और मजबूत स्थानीय सामुदायिक कनेक्शन के माध्यम से इस क्रेडिट अंतर को भर रहे हैं, जिससे उद्यमियों को असंगठित साहूकारों द्वारा निर्धारित ऋण जाल से बचने में मदद मिल रही है।
आईआईएफएल फाइनेंस गोल्ड लोन व्यवसाय के जोनल प्रमुख मनीष मयंक ने कहा, “हमें ऋण के लिए ग्राहकों से प्रतिदिन हजारों प्रश्न मिलते हैं, लेकिन चूंकि नियामक प्रतिबंध के कारण हम प्रदान नहीं कर सकते हैं, इसलिए हम उन्हें विनियमित बैंकिंग या गैर-बैंकिंग संस्थानों से जोड़ने का प्रयास करते हैं। . हालाँकि, कई क्षेत्रों में जहाँ ऐसी संस्थाएँ मौजूद नहीं हैं, छोटे उद्यमियों को अत्यधिक ब्याज दर वसूलने वाले साहूकारों की ओर रुख करना पड़ता है। लेकिन हम उन्हें ऐसे जाल से बचने के लिए मार्गदर्शन देने की पूरी कोशिश कर रहे हैं। यह हमारी नैतिक जिम्मेदारी है।”
